Lets say someone has a shooter. And makes another shooter = NEW IP just because it has a new name. Having the same type of gameplay is irrelevant here.

Nintendo makes a platformer calls it Mario. Makes a racer calls it MarioKart makes a Ghostbusters game calles It Luigi's Mansion = Mario IP. Being a completely different type of game is irrelevant here.

Conclusion:
New name + new characters = new IP?

The thing is, the name drives sales. There's no risk in using your stellar character to promote the game, whereas that brand new shooter (which is indeed a new IP) has a big percentage of not making profit. Even being a shooter.
