I don't think so.  If that was the case, then the Japan Studio would have like 15 teams.  The London Studio probably has 5 teams, though they haven't done anything particularly ambitious in a while.  SCE probably has way more teams than we know or would expect.

maybe its london studio. he however didnt include the Japan studios in this.
