Yup, the President signed every spending bill that passed his desk. Stuff like the war and the prescription drug benefit. It's these things that add trillions of dollars to debt.
In addition, the people he hired to monitor the economy fell asleep at the wheel and said nothing while the terrible lending practices were occuring.
