Hm... I heard the exact opposite. Probably a regional thing.
This lack of buying games might be a blessing in disguise though. That way the console is more attractive to customers who don't have to shell out another 60 bucks just to have fun with it. That way the install base will increase and they will buy more games the next time around.
Also I notice a lack of mentioning digital titles or PS+ in the article. That probably had more impact than just the PS3 upgrades.
If you demand respect or gratitude for your volunteer work, you're doing volunteering wrong.
