It doesn't make sense, it's host based peer to peer racing anyway. (Or their dedicated servers are the worst I've ever seen) How much does it cost to keep a lobby server running. It's probably the same lobby servers as for GT6.
I bought GT6 so DLC is not an issue since it's all included in GT6. But some features are missing like F1 racing.
