If you know the president has no power, than why ask the question?
Seriously, while presidents do have some power over various government agencies, the greatest power to enact real change is going to be congress.
For some reason, americans think the president can just wave a magic wand and do anything in government they want. Presidents arent that powerful. A lot of what a president wants to do in their terms are actually goals that only the congress can do. Presidents are saddled with the blame for congresses failures because of that.
