I believe that the anarchy/democracy tug-of-war adds a good chuck of flavor to what was originally conceived as a social experiment. Is it necessarily fun to use democracy? When I take the stream lag into consideration... no. But I do enjoy seeing people fight over it... which may, in fact, be the point. :O
