It's the same argument you said was said for west launch expect,the lack of Japanese devs interest to developing on ps3 was probably because of the bad hardware sale.
You guy think console are dead just because the last generation console didn't does well.
PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m
Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m
