Ok, you can check you monitors specs on the monitor's box(lol) or searching the web for that model.
Since your are from Argentina I can feel your pain(I'm from Venezuela and PC hardware is garbage and very expensive here)
Your best bet is search for used CPU and Motherboard parts
An Intel i5 or i7 (2nd gen or above) is ideal for gaming. My would choose an used i5 2500k with a Z68 or P67 motherboard. It should be around 300$
8 Gbs of RAM its more than enought, any 1600 mhz RAM will do. Around 60$
The most important part is the VideoCard. Best bang for buck is(according to budget)
New:
AMD 260X 1 GB around 120$ (not enought for 1080p 60 fps)
Nvidia GTX 660 2 GB around 170$ (Barely enought for 1080p 60 fps, may require mid setting in some games)
Nvidia GTX 760 2 GB around 260$ (Good for 1080p 60 fps, High setting most of the time)
Nvidia GTX 770 2 GB around 330$ if you can find that price(Great for 1080p 60 fps, high ulta settings)
Used:
AMD HD 7870 for less than 200$ (perf between GTX 660 and GTX 760)
AMD HD 7950 for less than 260$ (perf same level as GTX 760 but with more VRAM)
AMD HD 7970 for less than 330$(perf same level as GTX 770 but witj more VRAM)
Hardrive:
Reuse your if it's SATA drive(little flat cable) and more than 500 GB if not buy a new one for 70$
Case:
Around 40-80$ for a decent one
PSU:
Around 50-80$ for a decent one
Total:
CPU and Mobo: 300$
GPU: Low 120$, Mid 170$, Mid-high 250$ High 330$
RAM: 60$
Case: 40$

Total: around 790$ for a Mid-high tier PC, 1080p 60 fps high settings.
