Other tracking services, VGChartz, and Sony internal tracking collect a bunch of retailer data, do a bunch of analysis on it, and they all come up with the same answer: Somewhere between 900k to 1M PS3 have been sold in PAL regions since launch.

Sony takes the high end of the estimate so they can say they sold more. Other tracking services typically take the low end of the estimate to give conservative numbers. VGChartz is usually right in between.

Look at last January when NPD released December numbers and Nintendo PR guys actually publically complained that the Wii numbers were too low, their own data said it should be higher. Every sales number given has 5-10% wiggle room in it.
