Perhaps if it had more than just mostly crappy, low grade mobile phone games filling up it's catalogue? Ouya's main problem is a lack of exclusive games that make people want to even bother looking at the thing. One of my friends got one at launch, and he showed me all the games it had sometimes late last year. It wasn't impressive, to say the least. More people might want it, if it would get more games.
