I'm with Leo-J here. The difference between the PSP's homebrew and the PS3's homebrew is that PSP's homebrew is easily accessible. You don't have to buy a "chip", you don't have to buy an R-4. You buy a 1.50 from EBay and you're pretty much good to go. From there, there are hundreds of sites that give good tutorials for it.
Plus there are bunches of sites that give PSP ISO's or CSO's. I know more people who have downloaded GTA: VCS than have actually bought the game.
