Performace cost probably isnt much, but if there having trouble keeping it at 60fps, then why even bother turning it on. It probably wont be the only effect missing, but probably one of the more noticable ones as the sky box is quite visible.
Before anyone kills me they must be having perfomance issues or they wouldnt of dropped the resolution. 60 Frames seems to be important to them for next gen, although im not sure why on slow paced stealth game, where if like previous games you will spend most of your time crouch walking.
