Actually, that's not exactly how the norwegian prison system work. If you get a serious speeding ticket you will go to prison for a short time - that prison you're going to will be hellish, and its very much like the US prison system. It's designed to discourage future crimes. This prison is of very low standard, something you dont wanna go back to.

However. If you murder someone in cold blood, you go to prison for a much longer period of time. The prison you're going to then is designed first and foremost for shielding the public from harm, and isn't meant to discourage the perpetrator to commit further crimes in the same way as the type of prison i mentioned earlier. This prison will be of a much higher standard. This is the kind of prison Breivik is spending his time in, and that 21 year sentence will be renewed indefinitely. He's never getting out.
