it too soon to say that PS4 sales will not reach PS3 or even PS2 level. It depends on a lot of factor such as the game library, Sony support as well as the general economic situation of Japan. But based on the current of sales of PS4, I think it gonna surpass PS3 sales, but it cannot reach PS2 level :v
