Its a tough one. Tales at its best is bigger than Persona in Japan. But, Persona 5 has been a long time coming and theres new Tales games yearly.
It really depends on how the Japanese really liked Tales of Xillia. If it sold like that, then i could see Tales selling more, but im predicting more inthe 500k range, much to Baba's despair.
Now persona, i am expecting to hit the 500k aswell (P4G sold 300k on the Vita alone). So its a really difficult call.
I think they will end up selling on similar ammounts, unless one of them somehow messes something up big time.
I can tell for example that as a Tales fan, im more worried about the new combat system than pleased. Can be good, or it can be a dud like ToGraces. If they had gone for a 2D one, it would've been easier to predict.
