I've thought about this myself multiple times. The primary issue remains the same. Android is open source. So if Android is on there in any fashion it's probably going to get hacked or taken advantage of because the code to the operating system is everywhere. If they have to completely redo encryption and such it's really not nearly as easy an add on as it would seem.
I know Square Enix's DQ port is made in Unity. It should be minimal efforts to add controller support(as someone who does use Unity we are looking at hours for the most part maybe weeks since they are so incompetnent) and release on Vita. The large 3rd parties just don't want or care to. This disinterest in the platform is what needs solving.
