I am not sure about it, but it seems to be strange to specifically mention that the console numbers include hardware and not mention for PC if hardware is included in both.

Given that the limits are different from both platforms, I think it's fair to assume that it includes hardware. After all, PC games are cheaper than their console counterparts, so why would they put $500 more on PC if it isn't for the hardware?
