I don't think the reception was mixed because it was NES like graphics. Hotline Miami was highly rated afterall.
Retro City Rampage looked good and it had some good controls for the mechanics, but the mission design and everything was just incredibly boring. The one thing I did like in RCR was the Runner mini game, and I actually like that better than the actual game. I don't like the actual game because the colors in the actual game don't clash with one another so and it was so common to miss a jump pad that blended into the background, making the whole game far more reliant on memorization than skill.
