Where you get this info?
MS uses three OSs with 3GB reserved to them... games uses 5GB.
PS4 reserves 2.5GB for OS... 1GB is flexible... 4.5GB for games... but games can use the 1GB flexible if dev wants... so 5.5GB for games.
