Scale back the CPU and GPU, or consider second hand parts for certain components (ram, CPU), while something like an i7 920 is quite old its still a good performer and runs crysis 3 nice and fast with the latest GPU, but you'll be wanting to look at GPUs around the 100-180 range
Also at the price you're hoping to spend custom cooling or fancy/expensive cases are a big nono, you may also want to consider picking up a gpu second hand too, I would suggest a gtx580 as they can be found used for $120 ish , not amazing but not crap either, the problem you have buying most amd cards used is a lot of them are high priced because of the demand from bitcoin miners hiking up the rates.
