A game on which you put down the controller and do nothing during a combat, and that gets your party killed, isn't turn-based under my judgment. Lost Odyssey is turn-based. Pokémon is turn-based (at least the original games). Final Fantasy XIII isn't.

By that logic, all Final Fantasy games using the ATB Active mode aren't turn based. So FFVI, VII, VII wouldn't be turn-based.
