Basically, yes and no.
The takeaway from it all is they don't need to use 64bit to use 8Gb of Ram on console, so they have a choice.
But, 64bit when used right does bring performance benefits on the PC, depending on what you're running and how much you're running and how much Ram you have and what optimisations are in place, basically there are allot of variables to consider.
Just wait and see what happens in the next year or two, hopefully developers speak out about it.
