This threads a joke. You are taking something out of context when it's a vague claim to begin with. Request for a clarification on his show if its bothering you so much.
I'm certainly not a Playstation fan so I have no clue about it, but I seriously doubt he's speaking out of his ass. He makes claims because he's an analyst, and they are unpopular because he's a business analyst. EA and Activision have extremely unpopular views on gaming as well, but they make a lot of money in the process.
These numbers and facts are hypothetical and are being pulled out of my ass but lets say he's referring to the sum total amount of first party games from sony over the last year, 4 of them are large games, 10 of them are region locked in japan and the rest are minigames. Maybe pachter is referring Sony's PSN content as being pathetic when compared to their rivals in the same category and timeframe.
