I disagree wholeheartedly. I have the game for PS3 and then bought the $10 upgrade on PSN (great fucking deal.) It is definitely a leap in comparison. The textures are better. The higher resolution makes everything look clearer. Steady framerate make the gameplay smoother. Effects are better, like water and smoke. Draw distance is much better. The foliage is completely redone and actually reacts to your body. Considering it is a cross gen title, they did a much better job on it than I thought they would. Last gen, if it was a cross gen title, they mostly just improved the textures and maybe upped the resolution a tad, then called it a day.
