Draft tier list according to who?
There are times when one gets unlucky, either by getting a shitty draft or getting matched up against a counter deck, but honestly a lot of the legendaries are situational. There are really op legendaries like Ragnaros or Ysera, but for example the Deathwing for me was only useful in one situation.
Anyway I feel like picking cards purely on their tier rank is wrong. You usualy need to keep a good mana curve. You can also draft according to your play style. I personally like to pick low costing minions because I like to take an early game advantage. There are cards though that you can never pass up like Harvest Golem and Yeti for example in my opinion.
I recommend you watch Twitch streams for arena, that's how I improved. The first 10 or so arena games I got less than 4 wins, but after watching streams I started to win more.
