WoW expected way more than that.

Why? XBL Gold is very similar in number.

I couldn't think of a better comparison. Last time I checked, it was what ~36m gold members out of 81m consoles?

Do you remember where you got the 36m from? I've only ever been able to find the total subscription numbers not gold by itself. I think they have over 50 million subscriber in total now.

There were several threads about it. I made one too, I think.

2010: 12.5m subs http://news.techgenie.com/latest/12-5-million-subscribers-for-microsoft-xbox-live-gold/

The article also says that MS says "about half of total memberships are gold", meaning 26m regular.

late 2011: 35m total http://www.gizmofusion.com/2011/08/xbox-live-has-reached-35-million-subscribers/

late 2012: 46m total http://one8one.com/article619.php

Sometime in 2012, I believe Majornelson or one of those guys said 10% increases in xbl gold subscribers for the past two years. I once had a link for it, but cannot find it anymore. It's somewhere on vgc if you care to look. ie; google: site:vgchartz.com theprof00 xbl gold memberships

Then in 2013 april it's up to 50m.

Here's a link for video stats (which require xbl gold)
http://www.vg247.com/2013/09/20/42-of-xbox-live-subscribers-watch-30-hours-of-video-content-each-month/

This is late this past september.

I would say the number is something like 54m xbl accounts with 26m or so xbl gold, give or take a few million.

Regardless, the point is that xbl gold is roughly half or less than half.
