Native American's don't have to stay on reservations. They just don't because on said reservations they have the same rights a state does and can rule themselves to a large degree.

The only current agruement is the federal government doesn't want to give them full rights, knowing that if the indian tribes broke away the living conditions on reservations would be even lower then they currently are in some places. They would also lose a lot of benefits Native Americans get at being US citizens. Which is why the government would perfer assimilation to make Native Americans a part of the USA as everyone else.

To say it's never been dealt with is an understatement. The only difference is the USA gave Native American's part of their land, instead of taking land from someone else to give them.

Either way I think the government should just let reservations break away and become foreign countries.  Allowing anyone who wants to "stay" in the US the ability to move.
