Every company do that because the sales are got by different ways from different trackers...
For example the software estimated data used this terms "*2 Number of retail sales to consumers is estimated by SCEI. PS4 Software sales data in Europe and Asia collected 11/29/13 – 12/31/2013. PS4 Software sales data in North America and Latin America collected 11/15/13 – 12/28/2013(some data collected 11/15/13 – 12/31/2013)."
Nobody knows exactlly yet but my gusses is mininum of 1 week of production in December to maximum of 2 weeks of production in December reached the stores in January... so 4.4m to 4.6m shipped in 2013 if Sony is producing ~200k per week.... 1 week is if they used some air trasport to make the travel faster.
PS3 shipped less than 360.
