It's because it's Japan. It doesn't matter if it's not their fault.
It's like if you're a manager in Japan and someone under you does something wrong, you're the one who has to apologize and perhaps even resign. It's crazy to us but it's how they do things.
That being said, I would love it if American news channels had to do this. I remember a guy on Fox News taking footage from another event that had a ton of people show up and using it for their own much smaller event. Jon Stewart called him out on it and the guy ended up giving a half-hearted, sarcastic retraction. That wouldn't fly in Japan.
