Neither MS Cloud is worldwide... it is available in two or three regions only... 4-5 countries from the 13 won't have Cloud servers and they will need to the US servers.
azure is fact is not WW... well it is not even in all Europe.
Respaw when questioned about the countries whithout cloud servers said "Ask to MS".
