PS2 has such dominance because it appealed to all a wide range of people, casuals and hardcore gamers, mums with SingStar. Because of this is sold and kept selling. With that in turn came the games, such a wide variety to cater for all consumers. But developers didn't waste their time on making multiple ports to a system like Xbox or Gamecube because the potential sales were not worth it. Stick to PS2, save costs and make more profits.

Basically, the more sales the console has the more games that will come.

The 7th gen had the issue that all consoles sold pretty evenly. Developers couldn't risk the idea of only releasing a game on one platform so had to do multiple versions to make sure the biggest audience is reached.
