Considering he's likely not aloud to say much more than that, the fact he's openly admitting to there being a difference at all likely indicates it's at the very least noticeable.
Regardless, we are never going to see huge differences in multi-platform games since the developers don't gain anything from it as well as MS's parity policy. It will normally be restricted to resolution, AA and frame rate (as we have so far seen). Essentially performances related aspects.
We can't really compare exclusives yet either since the only 2 real big graphics hitters use completely different graphical, ascetic and design choices, making the comparisons heavily warped by preference instead of actual technical merit.
