The SNES, but it wasn't a major difference.
The SNES was more capable at producing pretty graphics even though it's processor was slower and the ability to add extra chips to the cartridges was a very clever move. Games like Star Fox wouldn't be possible on Mega Drive. I do think Nintendo even held back a little though with the SNES's specs, because if they wanted they could have made something that would have decisively blown the Mega Drive completely out of the water considering the gap in release. Like NeoGeo did, that was the actual most powerful console of the 4th gen. Too bad no-one bought it
