Difference here being GTA IV DLC was announced as exclusive and turned out to be timed-exclusive. Titanfall on the other hand was announced as timed-exclusive to MS platforms and then a new deal made it completely exclusive.
Another difference between this and something like Mass Effect is that by the time any deal could potentially end, the next game would be out and there would be no point in releasing Titanfall. Releasing ME on PS3 made sense because you had a lot of people who didn't want to play an incomplete series. No one is going to give a shit about a PS4 port of Titanfall when Titanfall 2 is out or about to be out. It could actually be detrimental to Titanfall 2.
Of course, in the end you're right anyway, for all we know since we have no access to the meat and bones of the exclusive deal, Titanfall could come to PS3/PS4 three months or six months or a year or two years after March 11th. But it makes a lot more sense for it to be sooner rather than later compared to the time it took Mass Effect or GTA IV content.
