1. You're comparing Halo 4's sales to games that have been in the market 3+ years.
2. Halo 4 has already been announced as the best selling Halo.
3. Its tracking higher than Halo 3 in North America, Europe and Globally in retail
4. You're right, it definitely has already passed Halo 2 and Halo Reach in the US from digital copies added.
