Console quality means that the graffix and gameplay mechanics/scale are comparable to what games from the past two generations are putting out. It doesn't have anything to do with how good a game is. That's how I see it, anyway.

Using the PSP as an example, I would consider Daxter "console quality," whereas LocoRoco is " handheld quality."

I can somewhat follow this logic, but the terms "console quality" and "handheld quality" don't strike me as apt descriptors. When I call a game a "quality" video game, I'm referring to how good it is on an all-encompassing level. It boggles my mind to think that the whole meaning of the term can change because "console" or "handheld" are added in front of it.

Yes, I do care about semantics. I don't like arguments in which the points being made are unclear to begin with.

Now that I give it some thought, you do make a good point. I sometimes argue that the Vita and psps main shortcomings are/were their focus on console quality experiences, which i don't find particularly enjoyable on a small screen, or on the go. Considering the literal meaning of the word, that seems a bit silly, heh. Perhaps "console level," or simply console-like would be a better term to use, but even that isn't particularly descriptive without some universally accepted meaning for each.

In the end, I guess it  does really boil down to semantics, though. Some people will care, others won't. I can't say this even crossed my mind before reading this thread.

It wouldn't have crossed my mind at all if I didn't believe that I recently saw it being used in an argument that appeared to be downplaying the quality of a large number of handheld games. :P
