They are portrayed as brown with dark hair and eyes because that is the current Italian people look like, the current inhabitants are not Roman but rather a race that is a mix of the Romans and the locals that came about after the fall of Rome. The reason the Roman people weren't of that colouring is that they actually migrated from further North at some point.

Why on earth does being ethnically diverse make for a race war, especially in the time when racial discrimination is less than it was 50 years ago?
