If you want Sony to become part the problem, then yeah you're right.
But Sony are riding the good-publicity-wave now. They *need* to be *hugely* successful this gen. They're all-in with PS4. The last thing they need at this point is to scare away gamers for making them pay extra for inconsequential things like NetFlix or a browser. That would be stupid.
They think PS+ has enough value to subscribe, and I think they're right.
