Considering how much Forza had to sacrifice in order to hit that, the gap will be even more obvious, graphically speaking, if they were to try and get the same game running at 1080P and 60FPS on the One.  While the PS4 would still be a great looking game, the One version would probably have lower res textures, less particle effects, lower draw distance, maybe some 2D foliage, and lower quality lighting.

I don't think people are quite getting what Dodd is saying here.  Basically, he's saying that because of the power difference, many devs (including MS) will choose to lower the res and fps in order to get graphics closer to the PS4.  And he's right.  Otherwise, they'll get a game that looks like Forza 5, with its less than stellar lighting, lowered texture quality, and 2D people/trees.
