'The approach towards children was insufficient' would be my literal translation. Even in English, this sentence could probably be interpreted both ways.
To all those saying that translators aren't doing their jobs properly, or just throwing it through google translate and accepting its word as gospel - stop. Japanese and English are very different languages, and very rarely align semantically. An automatic program is incapable of interpreting correctly. Japanese is supremely context based, and is ambiguous at the best of times. Just because there are two interpretations doesn't mean that people are going out of their way to be 'haters'.
