But what is achieved on PC isn't the same as what you're asking.
You're asking for the option to choose between 1080p/30fps locked and 720p/60fps locked. To achieve this, you need to optimized both "version".
On PC, you can play with graphics settings to get the best performance your rig can offer. But switching options won't give you a "locked" version. You have to circle through the many options until you find a result that satisfies your needs, to your PC's limitations. None of which will be locked at the framrate you desire, unless your rig can push graphics steadily passed your monitor's refresh rate and you lock it all at 60fps with VSync.
