Even if they paid $100m (which I doubt they did - its probably much lower) then its not a bad deal.
And if you think about it, its probably cheaper then investing in a brand new IP altogether and taking a risk of failing. So many of Sony's new games have failed, and only some have found success. MS doesn't want to take that risk with a new IP, so they thought they'd just buy Gears which is guaranteed to sell 3-4 million units at least. 3 million units is more than what Ryse, or Sunset Overdrive will sell.
