Again the PS4 is also capped (at 60fp), the "average" argument can be made also for either locks: 30fps or 60fps.
If you say X1 can run at max 45fps, then you have to suppose PS4 can go to 80fps which would make the PS4 average even go higher than 60fps, maybe.
And PS4 sustaining that framerate more than the cherry picked (only heavy action scenes) video of DF, if you look at the DF video often when the fps stabilize at 60fps they edit and show a different heavy action scene. It's called cherry picking but is understandable because only action scenes are interesting in a perf video. Most of the time the game is uninterestingly "mostly" locked at 60fps and 30fps on both version even if I agree the PS4 version dips more often of course (normal with a average 20fps gap between the 2).
All the real testimonies about this game (CGI for instance) talk about a most of the time butter smooth 60fps game, the game is triple buffered apparently so zero screen tearing here.
That's why if you really want to compare fairly them you have to compare the framerate gap only when both are not locked, when X1 is dipping under 30fps which happen quite often with screen tearing. Here a few excerpts (from 4 different scenes) I took just for the gameplay video:

An average 20fps framerate gap (with the most fair comparison we have) between the 2 versions when X1 dips. And we still don't know how graphically (AA, AO, textures) the games compares. We have already worrying initial reports for the X1 version. But we will see because I don't trust at all any compressed video for that.
EDIT: Ethomaz I think it's not fair to say 2X framerate. But you can say PS4 performs on average 70% better with no screen tearing.
