I believe they should of locked both versions. Its interesting to see the ps4 version quite frequently drop to 40 42, while xbox one stays at 30. That section with pipe ps4 drops to within 4fps of the xbox one version. It would of been interesting techwise to see xbox one uncapped. Taking how frequently the one version didnt budge and ps4 coming within 8 - 12 fps, its actually closer in power than i expected. So uncapped id expect xbo one to average around 40. Iam happy the version im getting is locked and steady. Ps4 does fluctuate to much for me. At one point the ps4 version didnt go above 52 for 45 seconds. Going as low as 34 while xbox one didnt move from 30.

I dont see why.

I dont claim the Xbox 1 version batter. And it is a shame we wont know the fames on an uncapped Xbox vesion. When the PS4 is fluctuating into the 30's the Xbox version didnt drop from 30. So It would have been nice to see where Xbox 1 would get to when PS4  was up arounf 50-60. Maybe 40 - 50? We unfotuantely wont know. But my guess is The Xbox version fluctuateed more so they capped it. Theres no reason why if PS4 in scenes was between 34 - 50 and Xbox same scene was solid 30 all the way through that Xbox 1 could of reached 40 - 50 when PS4 was 60. But the juddering was probably alot more noticeable on Xbox due to bigger fluctutations betwen 30 - 50.

All in all the Xbox isnt miles behind PS4 in terms of power. Theres a 20 fps difference on average with 1 capped and 1 not. So who knows uncapped the difference may have been between 10 -15 fps on average. Either way capped Xbox 1 version was probably the way to go for Xbox.

Same applies to PS4, which is capped at 60, what if that was left unlocked maybe it would of hit highs of 80 fps, brining up the average closer to 60.
