The PS4 is also locked at 60fps, it just drops more frequently under than the X1 version. So it's not 100% smooth on X1 like AC4 on PS4.
In fact the average of 51fps is calculated only with action scenes, otherwise in fact the game sustains 60fps more often than you think because Eurogamer cherry picked the more heavy scenes. I would say 51fps average on heavy action scenes is quite good.

But there is screen tear on X1 almost each time the game drops under 30fps, there is none at all on PS4. Eurogamer conveniently forgotten to talk about it. They did talk about it when there was some screen tear on COD/PS4 or even some exceptionnaly rare case (less than here) of teared screen for PS4/Lego game when it was more often (with framerate drops in X1 Lego version).

Why didn't they talk about the frequent screen tear on X1? (please notice the not so locked 30fps of the X1 version, juddering + low input lag + screen tearing here). In those scenes we can really see an average 20fps gap between the 2 versions which is roughly what was expected: PS4 performs 70% better than X1 when we can fairly judge the framerate gap under action sequences (when both are not locked to either 30fps or 60fps).
