Digital Foundry Performance analysis: Tomb Raider Definitive Edition

I watched the video. The xbox hardly ever drops, and when it does it was almost 99% 28fps for abou 1 sec. That pic showing 18 is fishy. Why does the green line show 24, but the number 18? Photoshop?
