I doubt it. From all the comments and staff departures at epic, it sounded more like gears was being put on the backburner while they worked on something new. I think microsoft would have been happy to keep paying epic for exclusive rights if they wanted to make the game. It is probably more likely that MS aquired the ip rights so that they could get a gears game out sooner rather than later.
