Maybe they reserved it to allow devs to totally use that DSP power for their games, if they want, and still have the necessary power for other audio processing, like Kinect commands. Maybe conceding the DSPs totally to the game allows it smoother audio processing and avoids stuttering even under the heaviest load. It's the first possible reason that sprang to my mind, and BTW my original answer was actually for those that asked "why the GPU instead of the CPU" (I should have specified it better), I can't really answer your question for sure, instead, I can only try and guess.
