It's even less than that if you take into account the same memory bandwidth (and CPU) bottlenecks. And for 900p/1080p games, you need a lot of bandwidth so it could mean like 1.5 FPS for a 1080p game.
When PC users overclock their GPUs they overclock the Video Ram too otherwise the effect will be very limited and not linear with the OC %.
